Nondiscrimination & Fair Housing Policy 

California Government Code Section 11135 prohibits discrimination based on sex, race, color, religion, ancestry, national origin, ethnic group identification, age, mental disability, physical disability, medical condition, genetic information, marital status, or sexual orientation. No person in the state of California shall be unlawfully denied full and equal access to the benefits of, or be unlawfully subjected to discrimination under, any program or activity that is conducted, operated, or administered by the state or by any state agency, is funded directly by the state, or receives any financial assistance from the state.

Starting Over, Inc. complies with California Government Code Section 11135 and all applicable federal, state, and local nondiscrimination and fair housing laws in its housing programs, services, and employment practices. This includes, but is not limited to, the Fair Housing Act, Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, Title II of the Americans with Disabilities Act, and applicable HUD Equal Access, fair housing, and Continuum of Care requirements.

Starting Over, Inc. does not deny access to, or otherwise discriminate in, any housing, services, or program decisions on the basis of race, color, religion, sex, gender identity, sexual orientation, national origin, age, familial status, disability, or any other characteristic protected by federal, state, or local law. These protections apply to all aspects of program eligibility, intake, admission, service delivery, transfer decisions, and termination decisions.

For federally funded housing and service programs, including programs subject to the HEARTH Act and 24 CFR Part 578, Starting Over, Inc. operates in a manner consistent with fair housing and equal opportunity requirements. This includes providing information on participant rights, making reasonable accommodations for persons with disabilities, and ensuring equal access to programs, services, and housing. Starting Over, Inc. does not involuntarily separate families to provide housing or services.

Starting Over Inc. does not discriminate based on disability in its programs, services, activities and employment practices. If you need auxiliary aids and services for effective communication (such as a sign language interpreter, an assistive listening device or print material in digital format) or a reasonable modification in programs, services or activities contact the ADA Coordinator at (951) 898-0862 as soon as possible, preferably 10 days before the activity or event. A grievance procedure is also available to resolve complaints. Upon request, this notice is available in alternative formats such as large print or Braille.

Complaints alleging discrimination, denial of equal access, or failure to provide reasonable accommodation may be submitted through Starting Over, Inc.’s grievance process. Retaliation against any person for requesting an accommodation, filing a complaint, or participating in an investigation of a complaint is prohibited.
